Allister Fox

"You listen to me Cooper, and you listen well. I hunted down your father, his gang, your uncle, and even his group of master criminals, and you know what I learned from doing so? I learned that in truth, the world is not even close to being in black and white. It's all a batch of grey, and as officers of the law, it's our job to determine who goes where, or if they should stay in the grey, for better, or for worse."

Allister Fox is the current national commissioner of Interpol, and as such overseers many, if not all, affairs and businesses that circulate in it. Before he became commissioner, Allister had taken upon the career as chief inspector for New York, Chicago, San Francisco, and many other cities in North America. The reason why, is due to the fact that while they worked together, the Deviant League and the Cooper Gang were the targets of Allister's investigations. Allister was very much the law-officer rival to James Deviant and Connor Cooper, as he could match them in combat, as well as a wide variety of expertise, such as firearms, wits, engineering, charm, and even the rare supernatural ability. Although this made him to be one of the most difficult foes for both groups ever to face, Allister has always been impressed, and even curious, to the reputation and legacy behind both groups. Allister had taken on the investigations of the groups when he was only sixteen years old, and his motive and explanation on how he did so has been often unanswered by all who ask him about it, but the truth to it is actually quite alarming.

Long ago, Allister had met James and Connor when they were all still in their teens. Allister's father had also been a police officer, chief to be correct, and many don't want to engage with the son of such a high standing officer. Connor and James were different. While on the streets of New York, Allister ran into Connor, whom both apologized for their actions, as they then proceeded to step off to the side and exchange the few words. During that time, Allister's father had been waiting to pick his son up from the high school he attended, and after awaiting several minutes, since usually he would normally show up much earlier, Allister's father eventually left his police car he had driven in, and went off to find his son.

As it so happens, Allister's father had been working on an investigation during this time, the assignment was to locate scientific gadget that had been stolen that supposedly had the power to deliver bursts of amnesia. Allister's father had been working on a lead during the time, however, much of his information had been misinformed due to the fact those that have experienced the culprit had been affected by the gadget. However, the Cooper Gang and Deviant League had been after the tool for some time, but were beaten to it by the unknown culprit, so they needed to piece together the lost information from the investigation. To do so, they would need access to the police data banks, which Allister's father just so happened to have access too, on the computer that lay in his car. So, as Connor distracted Allister and his father, James and Sebastian, another member to both groups, had hijacked the car, and stole the database. When he saw his father finally arriving, Allister had turned to see him as he made his way down the street, but when he returned back to talk to Connor, he found he was gone, and strangely reaching down to his pocket, so was his wallet. By the time they found out what had happened, Allister's father had managed to glimpse his car as it turned a street corner in the distance, and the database was lost, for a time.

After he had been fooled, Allister returned home, and began compiling some of his father's spare notes on the culprit behind the theft of the gadget, and the ones who stole his father's car. Allister managed to deduce that the gadget's creator, a doctor who had always claimed to have no memory of the incident the gadget was stolen, and who could have stolen it, may have possibly been lying. So, while his parents slept, Allister crept out and took a cab to the scientist address. As he approached the house, Allister had spotted three shapes on the rooftop, apparently trying to brake in through a skylight. Breaking down the door, Allister ran up to the scientist lab on the top floor, and found him with the gadget in hand, and two of the burglars on the floor, one of them was Connor, the person who stole his wallet!

The scientist had been about to fire the gadget, when Allister crept up and tackled him to the ground. As they rumbled on the ground, one of the robbers, another raccoon like Connor, had grabbed the gadget and ran over and whacked the scientist on the head, knocking him out cold. As Allister turned to thank the robber, he felt the third robber, the one Allister hadn't identified, sneak up and tie his hands down with a rope. Furious he had been fooled twice by kindness, Allister turned to yell at the burglars, but all three then walked away, one of them had the gadget in hand, a dent in where it hit the scientist, and the others were following him. The last one to leave, Connor, turned and waved a goodbye to Allister with a Cooper mask, who yelled back at him that he would learn who they are, as they all climbed up to the skylight and were gone in the night.

Eventually, Allister had freed himself, and soon officials were on scene to arrest the scientist, who then tried to fake his own amnesia, but wouldn't budge any of the officers as he was loaded up into a police car and sent off. Allister saw his father drive up in his mom's minivan, and felt the rage coming on from him as he began to walk over, when the two turned and saw another car drive up, with the words "Sorry" written on the front mirror. The car belonged to Allister's father, and as the pair went over to look who was driving it, they found a random civilian with no memory of what he was doing, but a Cooper mask strapped to the dashboard. Allister grabbed the mask, and remembered that one of the burglars had held the same mask as they departed. Thus, an inspector had been born.

Since that day, Allister has hunted down the Deviant League and the Cooper Gang with a determined satisfaction to bring them to light as criminals. Allister has studied the Cooper Gang and Deviant League for nearly a decade, learning everything he can about the family to try to take them down in the name of the law. While many consider this an intense obsession, very few are aware of the fact that Allister has a fun game of cat and mouse with James and Connor, and the three are often in a state of unexpected rivalry when they show up. But things began to change after the events of the Pentagon Coup, the event that lead to the great division of the Cooper and Deviant criminals, and Allister soon began to feel a change between the two groups. 

After the Coup though, Allister had been asked to join Interpol in France as a police chief due to his unparalleled experience and expertise on the criminal world. While there, Allister and his wife, Marian, had harbored their only daughter, and for a time he had settled down from the life of an officer. But his happiness was broken when he had encountered James Deviant, the person who saved him from the scientist and stole his father's car all those years ago, who had come to Allister to warn him that the same scientist was looking for him for revenge. But Allister told him that he doesn't trust him, especially after he learned what went on between him and Connor during the Coup, and that he will be on guard though from the information. Sadly, only a week later, the scientist had found Allister with his family when they were on a walk in the park, and in a failed act of revenge, the scientist had shot Marian in the back, crippling her while their daughter watched as James, who had wanted to keep his old rival safe, came in and killed the scientist before he could eliminate Allister and his daughter as well. Allister, angry with James, told him to leave as he took Marian to the hospital, were she was put in a wheelchair, all the while their daughter watched, angry at the injustice of it all.

So, since then, Allister has become the commissioner of Interpol, helping his daughter, now grown into a strong women, as she tracks down the son of his old rival, in hopes that he, too, may be brought to light for his actions, and perhaps find some peace with his daughter, Carmelita Fox.

Allister has had extensive training on several forms of fighting, and many of his fighting styles are renowned for being hard to fight against and defeat. Allister is one of the only individuals to match the fighting abilities of that of Connor Cooper and even James Deviant, and it was said that he had defeated the either of them once or twice. Much of his fighting style involves taking down his foes aggressively and efficiently, and often he enjoys the occasional rumble once or twice.

He was also a wide renowned expert at firearms, and he would often employ this in his pursuits of the Cooper Gang or the Deviant League. Before he gave it to his daughter, Allister had used his own shock pistol to punish criminals and individuals who got in his way, and he would often merely need to aim the weapon at a criminal and they would surrender without a fight.  Allister has developed a different pistol to use for his new role as commissioner though, since he no longer requires the power that come from the shock pistol. His weapon he uses now is a powerful pistol that delivers an advanced form of armor piercing rounds, created to pierce thick substances but to deliver a powerful dose of tranquilizer with an added shock ability to paralyze the foe.

Allister is perhaps one of the few non-criminals who know the secrets behind the Cooper Gang and the Deviant League. This is can credited to the fact he has had a close rivalry with both group's leaders, and it is rumored he may have even held the Thievius Raccoonus, and even harder to believe, the Insidicon at least once. Although Allister acts as though it matters little to him on each family's origin, he secretly knows that, despite what the law believes, the Coopers and Deviants are right to be heroes on the wrong side of the law. To him, the law has many liberties to those that can enforce them without becoming corrupted, and Allister is known to have a deep dislike for corrupt cops and similar law enforcers with dangerous morals, and he is often in question then on his own motives, since he believes some criminals deserve to be left free.

Allister has had a complicated relationship with his daughter, and it is rare for Carmelita ever to see him in person nowadays. When she was on the run from Interpol years back, her father was the only person who believed her innocence, on account of his suspicion of Neyla, and his knowledge that the Cooper Gang wouldn't be so manipulating. It was actually through his efforts and care that in the end she helped defeat Clockwerk and track the Cooper Gang, having loaned her the same chopper and even giving her the jetpack way back in Krack Korov.The last time Carmelita ever saw her father in person was years ago when he put her under Inspector Barkley's command, and while he often tries to connect to her whenever he can, Allister's duties as the commissioner and Carmelita's role as Inspector makes it hard for the two to ever connect again.
