Henry Rouge is a man of many talents and trades. As the last of the Rouge lineage, Henry is the world's deadliest assassin and maybe even combatant. Trained in most if not all martial arts due to his family's unique skill of genetically passing down combat prowess and ability, Henry is both a mentor and master in martial arts combat.

Henry is the second-in-command of the Deviant League, a group led by Devious Deviant, older cousin to famed thief Sly Cooper. The Deviant League are an elite group of vigilantes, each of whom are descendants of criminals with unrivaled abilities, dedicated to protecting the world. Each has a different ability that contributes to the League's unquestionable success and skill. Henry is the group's doctor for most of their duties, but when it is time to get serious, he is their deadliest fighter and assassin.

Henry is the closest and oldest friend to Devious Deviant, with the two having grown up together after Henry's parents were murdered in an assassination from an old foe. Henry is Devious' partner in their training and mentor in combat, with Henry's skills as a fighter proven to have given Devious a skilled edge against others. Although he lacks the abilities to utilize supernatural skills like many League members, Henry was taught many ways to counteract them from Devious, further enhancing his proficiency and skill.

Henry's relationship with Devious is one of both secrecy and dedication, as it is often unknown how or what keeps him so loyal to Devious specifically. The plain truth is that he swore to protect and aid Devious the night Henry lost his parents, as a way to make use of himself as well as swear his loyalty to the Deviants. However, what few know is that Henry harbors love for Devious that is not that of a friend, but more. As teens, the two 'experimented' and it helped them further their friendship. While Devious has grown past it and still loves his former fiancé Katherine Walker, he still remembers the close bond the two had all those years ago. Henry, respecting this and still cherishing him as such, devotes his life to aiding and serving Devious, even though he is unaware Henry's had such feelings before they were teens.

While he lacks supernatural abilities other than his family's gene-engraved combat skills, Henry is a man trained in many talents and skills outside combat. A brilliant mind in medicine, anatomy, and healing, he devotes most of his time to being the League's doctor and mentor in training. As the second-in-command, Henry is one of the most well informed members in terms of information. He is a known as a trained double agent and capable spy as well, with his skills around stealth and medical practice allowing to infiltrate many places. His greatest skills are in combat proficiency, making him the mentor to combay training for the League members. Being the greatest assassin, he is the only one with authority to kill figures without authorization from Devious.
